Officials received reports of a vessel in trouble near the shoreline off Tower 10 in Huntington Beach on Tuesday night.
Twelve passengers on board appeared to be suffering from seasickness, but details of their exact medical conditions remain unknown.
The Coast Guard was called and returned the boat to safety.
Seven people were treated and two were taken to a local hospital, but their condition is unknown.
It appears that most of the passengers were Mexican nationals, and the Department of Homeland Security was called to the scene. Authorities said it was unclear whether the ship was involved in smuggling.
This incident is still under investigation.
