According to Harris County Sheriff Ed Gonzalez, Gloria Y. Williams, 35, has been charged with child injuries due to negligence, failure to provide medical care, and failure to provide adequate supervision.
Brian W. Coulter, 31, has been charged with murder in connection with the death of a child. According to Gonzales, the boy was eight years old when he died in 2020.
The teenager took care of his two younger brothers, got food from his neighbors, and protected himself while keeping the dark secrets of his family.
According to the Harris County Sheriff’s Office, a boy living in CityParc II at West Oaks Apartments called 911 on Sunday, saying his brother had died in the next room. He also told his agent that his mother hadn’t returned for several months, leaving him and his other two brothers (7 and 10 years old) alone.
On Tuesday, coroners determined that the method of death at the age of eight was murder caused by multiple blunt injuries.
KTRK-TV learned that her mother and her boyfriend live in an apartment just 15 minutes away.
The couple were detained again on Tuesday afternoon.
Neighbors told KTRK-TV that the 15-year-old kid relied on them for food. Erica Chapman is one of the inhabitants who noticed something was wrong and she started feeding him six months ago.
Chapman said teens wouldn’t accept cooked meals. He only took packaged snacks, fruits and pizza.
Another neighbor, Trevor Thompson, said he would also provide food to teens. He described the teen as a paranoid and said he was afraid of becoming addicted. That’s why he only accepts certain foods.
“I noticed several times that the lights weren’t on and the upstairs was quiet so I thought it was a problem because my parents weren’t there for a while,” Thompson said. “One day he came here and knocked on the door and asked if he could use the charger. From there he made a bond. He knew he needed more than a charger. So I started serving him food. “
What both Thompson and Chapman were unaware of was the secrets and horrors that were happening in the apartment. They didn’t even know that there were two other brothers living there.
Chapman believes that the 15-year-old child kept his two other brothers secret from fear.
Both neighbors said they never called the authorities because they did not understand the magnitude of the situation. They said the 15-year-old child was protected, quiet, and did not answer many questions.
“I knew he was hungry and needed food, so I didn’t want to ask him a question and push him away,” Chapman said.

Alief ISD confirmed with KTRK-TV that the school district submitted school refusal documents to mothers in 2019 and 2020. Two of her children apparently did not appear at school. District officials said the children were last registered in May 2020. Officials were not immediately convinced of how many of the children were students in the district. According to Bob Sanborn, president and CEO of Children at Risk, the pandemic is exacerbating for vulnerable children.
“It was very easy for these kids to get through the cracks,” Sanborn said. “Texas has always relied on teachers as the first line of defense against child abuse. These children help teachers identify what’s happening on their own, initiate investigations, and CPS. I didn’t get to a place where I could warn or others what happened. Happening. “
According to the sheriff’s office, all three boys were taken to the hospital and doctors said they were injured and malnourished. A 7-year-old woman suffered a facial fracture, according to sources.
The Texas Family Protection Agency is seeking emergency custody of three boys. A spokeswoman confirmed that CPS has a family history, but there was no active investigation at the time of discovery.
Note: Earlier versions of this story mistakenly stated that the murdered boy was nine years old. According to Harris County Sheriff Ed Gonzalez, the story has been updated to reflect that he was eight years old when he died at some point in 2020.
