A suspect has been arrested for the murder of a 5-year-old girl who was abducted on her way to school.
Anne Pham was walking to her nursery in the 1980s when she was abducted, sexually assaulted and murdered.
Robert John Lanoue, a 70-year-old former Fort Ord soldier, was arrested this week and charged with one count of first-degree murderwith allegations of special circumstances for murder, kidnapping, and an unfair act on a child under the age of 14.
The alleged crime took place on January 21, 1982, in Seaside, California.
Lanoue, who is being held in custody in Nevada, has not filed a lawsuit and is awaiting extradition back to California.
“The man is a complete monster,” said Seaside Police Chief Nicholas Borges People Magazine. “He’s the nightmare of every person. The world is a safer place with this man of the street.”
Pham was the youngest of 10 children. She persuaded her mother, who usually walked with her to the nursery, to let her walk alone on the day she was picked up.
Pham never got it in class.
People Magazine reports that her body was found two days later at the Fort Ord army base by army investigators. The base is located about one mile away from the elementary school.
Police found that Pham was contaminated and sexually assaulted.
Lanoue, then 29, was not a suspect during the initial investigation, even though he lived around the corner from Pham and her family at the time.
“You can throw a stone from his house at her, no problem,” Borges said.
“He had to drive to her house every day when he left his house. Every day in this man’s life he had to drive to her house. And there’s no way you can not see 10 children on a property every day. He saw just prey as he rode past.
For the next two decades, Lanoue was in prison for sexual assault crimes. He was on probation when he was arrested for his connection to Pham’s case on July 7.
DNA tests led to the reopening of Pham’s case when new evidence was submitted in 2020.
The new evidence led to the arrest of Lanoue.
“I wish he would have been caught sooner because this man went on with his life to create destruction and horror wherever he went,” Borges said.
“She was a five-year-old little girl in this country to start her life, make her family proud and live the American dream, and that in itself is just heartbreaking. This family fled Vietnam. They fled war. The The United States of America was a family paradise. ”
