SACRAMENTO – Senator Scott Wilk (R-Santa Clarita) announced on May 27 that Senate Bill 1271 had passed the Senate plan with unanimous support. The bill adds much-needed accountability to the state in the non-bid contracting process, ensuring that there is ample opportunity for both contract monitoring and review prior to renewal.

“This is a victory for transparency and good governance. “Given the significant failures of the Valencia Laboratory, it was shocking to see that the Newsom Administration simply automatically extended the contract,” said Wilk.

The need for additional layers of legislative oversight without application contracts became apparent in late 2021 with the extension of the contract with the PerkinElmer COVID testing laboratory in Valencia. Despite serious concerns raised by whistleblowers about the lack of proper management and processing in the laboratory, no control hearings were held until October 2021, when the contract was restored. In March of this year, the Newsom administration quietly canceled the contract.

Under SB 1271, government agencies concluding contracts worth more than $ 75 million are required to provide information on proposed renewals or extensions to the Joint Legislative Committee, authorizing the committee to review the terms of the contract prior to the automation of those contracts. updated

SB 1271 protects the right of Californians to hold their government accountable for the use of tax dollars. Legislative oversight will make it easier for the public to reconsider and, if necessary, criticize the use of its finances by its state.
