The California Department of Education, in partnership with the California Commission on Teacher Credentialing and the State Board of Education, announced on June 29 the first release of statewide Learning Assignment Monitoring results.

This information for the 2020–21 school year provides a snapshot, broken down by district, district, and school, of how teachers are qualified to teach their assigned courses based on a number of factors, including course subject area and number of students enrolled in the course. . The release creates a baseline data set that will inform state and local decisions for years to come as agencies work to address the teacher shortage, a long-term national problem exacerbated by COVID-19.

“As we begin to emerge from the global pandemic, this data is an important tool to have conversations about how we can best serve students,” said Mary Nisley, California Department of Education’s principal deputy superintendent of public instruction. “With the launch of this annual report, we’re providing a new level of transparency to support schools, students and families as we find ways to address today’s public education challenges, including statewide education workforce shortages.”

“There is no question that well-qualified teachers are among the most important contributors to a student’s educational experience,” said Board of Education President Linda Darling-Hammond. “California is committed to ensuring that every student has teachers who are well-trained in effective ways to teach challenging content to diverse learners and are fully supported in their work. With this data, we can focus on measures to support our educator workforce as they strive to provide high-quality learning for all students, especially our most vulnerable students.” To that end, California has invested more than $3.6 billion in the past four years to improve teacher recruitment, retention and training.

According to state data, 83.1 percent of teacher assignments are clear, meaning a class or course is taught by a teacher who is credentialed and fully qualified to teach the course. Another 4.4 percent of assignments are out-of-field, meaning the teacher is credentialed but has not demonstrated subject matter competency in the subject area(s) or related student population according to state standards; 1.5 percent of classes or courses are taught by teachers in practice, meaning the teacher is still completing their training or other credentialing requirements while serving as a teacher of record. and 4.1 percent of assignments are deemed ineffective, meaning the teacher is authorized by an emergency permit, or has a teaching credential but is teaching outside of his or her credentialed area without a permit, or does not have a credential, permit, or authorization to teach in California. The data report is the result of extensive collaboration between the California Commission on Teacher Credentialing and the California Department of Education. After the State Board approved task definitions for teachers in the federal program Every Student Succeeds Act, agencies began developing a roadmap for making meaningful published data available to the public. Merging the two data systems was a two-year process.

AB 1219 required the California Commission on Teacher Accreditation to develop an electronic system for monitoring teacher assignments, known as the California State Assignment Accountability System (CalSAAS), for the purpose of annual monitoring of teacher assignments.

In addition, AB 1219 required the California Commission on Teacher Credentialing and CDE to enter into a data sharing agreement to facilitate annual monitoring of teacher assignments. As part of this data sharing agreement, the California Department of Education is required to provide the Commission on Teacher Credentialing with certified staff assignments and course data submitted to the Department of Education by local education agencies through the California Longitudinal Student Achievement Data System.
