The South Coast Air Quality Control District said in a statement that it had notified the Los Angeles County and four companies responsible for maintaining the Dominguez Channel of the violation.
The notice claims that the release of hydrogen sulfide caused pollution.
The fire began in Carson’s warehouse on September 30, with two companies storing large amounts of wellness and cosmetology products, after which chemicals, including ethanol, flowed into the waterways, the district said.
The stinking complaints of rotten eggs began on October 3, and eventually came from thousands of people in at least half a dozen communities in the region.
The Air District has sent violation notices to the two companies involved in the product, the company that owns the property and its parent company, and LA County. An email requesting comment was sent to the Public Works Department of the company and the county.
Prologis Inc, the parent company of the company that owns the real estate. In a statement, he said he was working with the Los Angeles County Fire Department to protect real estate from rainwater spills and clean up fire debris.
The company said the notice did not include any corrective actions taken by Prologis, but would actively work with the district to address concerns.
Notification of a breach can lead to civil penalties, voluntary mitigation measures, or civil proceedings in the absence of a settlement.
