Pasadena School Board Approves Recommendations to Reduce Suspensions for Black Students

At the June 23 Board of Education meeting, the Pasadena Unified School District (PUSD) unanimously adopted a series of recommendations from the Task Force on Black Student Success (BSS) to address school discipline practices that disproportionately affect black students in elementary schools.

The African American Parents Council (AAPC) created a task force on black student success at the advice of Superintendent Dr. Brian McDonald after raising the issue of high black elementary school suspension rates at a meeting earlier this spring.

AAPC moved quickly to bring together a broad coalition of parents, educators, students, administrators, district leadership, and community stakeholders to participate in this endeavor. Over the past 10 weeks, the newly formed task force met to analyze data, review current district practices, assess available district resources, and develop recommendations for policy change, as well as identify needed staffing, training, and services to mitigate the disparity. which currently exists. The BSS Task Force was facilitated by Patrice Marshall McKenzie, a local educator, community advocate, and PUSD alumna.

Recommendations adopted by the Board include allowing in-school suspensions only in grades Transitional Kindergarten (TK) – 5th grade for incidents where violence results in injury or incidents that result in mandatory expulsion, pursuant to section 48915 of The California Education Code ( ° C).

In addition, the recommendation also includes limiting out-of-school suspensions to no more than two

(2) days and providing restorative intervention and practices to students to facilitate a full return to the campus experience. Black’s main objective

The Student Success Task Force was supposed to provide recommendations to reduce black students’ exposure to harsh disciplinary practices and increase the instructional time black students spend in classrooms while learning.

The Pasadena School Board also passed a motion to adopt the task force’s recommendations for additional staff and instructional resources throughout the district to begin in the 2022-23 school year.

The task force’s recommendations will be codified in the district’s board policies and administrative regulations in August and will be implemented at the start of the next school year. The board will also receive quarterly updates on suspension data as one mechanism to monitor the progress of the policy change.

“All these years and decades, things continue to change for all kinds of groups in the community and all kinds of groups in society, but for black students in public education, things remain largely the same,” said Pasadena School Board Member Michelle Richardson – Bailey.

“We would be doing our students an injustice if we didn’t get every able-bodied employee, board member, staff, parent to come along with us on this and support change for our black students.”

“AAPC, the district, administrators, teachers, PUSD families, students and community partners engaged in these thoughtful endeavors in response to the persistent overrepresentation of Black children in disciplinary action. Although suspensions have decreased over time, the disproportionality remains,” said Nia Bailey, president of the Council of African American Parents.

“We will make our case for policy changes for the upcoming school year, starting with students grades TK-5, where the disparity is highest. Suspensions are not harmless and can lead to feelings of isolation, disengagement, frustration, and difficulties socially and academically. We all want schools that are safe and conducive to learning. The complication lies in how we achieve it. We will break the persistent disproportionality of suspensions and keep our kids in the classroom where they belong.”
