The proportion of prison inmates held by the Immigration and Customs Enforcement Authority (ICE) continues to decline.

In 2017, 213 prisoners were released from county prison and arrested by the ICE, according to a report submitted to the Monterey County Supervisory Board on Tuesday. As of November 18, 2021, only two prisoners were arrested by ICE when they were released from prison.

Much of the decline is related to the implementation of Senate Bill 54.

“SB 54 has dramatically restricted communication with the ICE to share information about prisoners and prisoners’ release dates,” the Board reports.

In 2018, the Monterey County Sheriff’s Office tightened access restrictions for ICE agents to access prisoners in accordance with Senate Bill 54, also known as the California Value Act.
