A section of Highway 99 reopened after being closed for hours due to police activity Monday afternoon in Stockton, according to Caltrans. Highway 99 was closed in both directions on Highway 4, which runs west (Crosstown Freeway) in San Joaquin County. Stockton police said there was a woman in crisis on the overpass near Philbert Street. He has since been detained. Caltrans wrote on Twitter at 6:28 p.m. that all the lanes have been reopened.
