Minaj has repeatedly claimed that Petty was wrongly convicted and claimed that the victim, Jennifer Hough, now 43, was planning to write a letter to a judge reversing her statements.

Hough denied the claims and filed a lawsuit against the couple, saying they were trying to pay her $ 500,000 to take back her 1995 testimony and would have threatened her and her family when she refused.

He was sentenced to four years in prison and ordered to register as a sex offender for the rest of his life.

He returned to prison in 2006 after pleading guilty to manslaughter in the shooting of Lamont Robinson. He was sentenced to 10 years in prison and served seven years before being released in 2013.

Federal prosecutors say Petty has been constantly informed about the need to register as a sex offender since he was released from prison in 1999.

‘The suspect has been filling out registration documents for sexual offenders for nearly 20 years,’ prosecutors wrote in a recent submission.

‘Over the course of two decades, he was warned several times that if he moved to another state, it was his responsibility to follow all local, city, state, federal or international laws regarding registration.’
